Report a translation problem
So, admin log on PC with everything ESO related granted admin rights
Antivirus could also be the problem, either disable (bad) or make exception rules for ESO stuff
For windows defender, you add stuff to ignore to the exclusion list
Launcher and ESO executables...Steam too while you are at it
Probably a good idea to exclude the ESO related folder in documents too
If you use another AV, it shouldnt be too different
Before doing all that, you can just disable the AV for a while and check if ESO is working
Just to validate or not if AV is the issue
Firewall stops or allows communication between internet and the PC
Antivirus checks your PC and can stop a process or access to a file if it flags it as dangerous
Both can prevent a game from working, but not in the same way and not for the same reasons
