All owners of The Elder Scrolls Online: Summerset who have logged into the game by October 7 shall receive their free rewards by Wednesday, October 10.

Unlocking only an achievment (what for ???...) would be the most worthless gift ever and would backfire them hard
Dont feel the gift is too good to be true...
They sold a lot of Summerset because of this, so, in the end, many people paid their 'free' house
Don't worry, they have thought it through and since the villa comes unfurnished, they can expect some nice profit from the Alinor furniture bundles, conveniently coming to Crown Store in a few days.
I like their plan and I may actually buy some furniture, depending on the cost.
Maybe they decided selling an expensive house to people would earn less money than selling copies of the expansion to those who then want the house along with pet and mount collectors. Then there's the buzz it generated on the news sites as well. And as mentioned, they can sell housing decorations to the new owners.
And lastly, it's free for those who logged in and own the expansion. But those that don't... well it wouldn't be implausable that it'd end up for sale anyway for all those who weren't here in our time of fortune.
That said, can you imagine the uproar if it turns out the villa is merely unlocked via the 'gift of achievement', and one still has to shell out 15k crowns for it?
Now you're in Summerset you can see the villa for yourself. You can get to the location nearby after doing the main quest for a bit.
It won't.
It was initially used because there were multi-tiered rewards that were unlocked at certain points; 33% 66% and then 100%.
Once "unlocked" we will receive that reward. In due course.
To be honest it's a way to sell the expansion.
Remember, the expansion has been out some time already and they're looking to get some new adopters. What better way than with a "free" Pet, Mount and Mansion!
This was a great PR stunt by ZoE that was featured on a lot of websites. It even featured on Forbes. https://www.forbes.com/sites/kevinmurnane/2018/09/19/a-new-elder-scrolls-online-event-with-awesome-rewards-starts-tomorrow/#15e2f17c6fe4
They got what they wanted: More Summerset sales. That's fine by me, especially when they had it on 33% sale too.
I missed the sale by a couple days, argh!
