Want to start at Morrowind
I bought Summerset and wanted to start a new game, but in Morrowind and NOT in Summerset.
Can I, after I created a new character, start somewhere else?

If you own Summerset, new characters will alsways start there. However, you can just take a wayshrine or boats to any other places - the wayshrines to other starter areas are automatically unlocked. You need to have access to the Morrowind DLC if you want to go to Vvardenfell, though.

Yep, Psyringe answered more completely. I wonder if choosing before you start a toon has been asked since Morrowind on the official forums though (and if they got an official answer).

But then I skip the Beginning/Tutorial of Morrowind, what if I deinstall the Summerset DLC. Is it possible?

You can try, but I don't think you actually _can_ uninstall Summerset. You can tell Steam to uninstall it (as with any DLC), but the ESO launcher does not care about that. It checks your ESO account, finds Summerset there, and treat your account in the same way as before - at least that's what I would expect. People have removed DLCs from their Steam libraries entirely without any effect on the actual game.

The tutorial is a requirement for your first character. Once completed any additional characters do not have to do it. I did mine in Morrowind last year but that option may not be available anymore. With that said, you are free to travel anywhere in Tamriel that you have access to. I have ESO plus so I have traveled to all the various provinces and islands plus I have access to the Thieves Guild and Dark Brotherhood. You can travel between provinces using wayshrines or via ship at a port or when available you can just walk to a province next door. You do this through road connections or passes in the mountains.
