Report a translation problem
According to the wiki, and various guides, you can get bitten by special Bloodfiend NPCs for Vampirism, and werewolves for lycanthropy, but only in 3 special zones, the Rift, Reaper's March, and Bangkorai. They appear only at night, during certain days (I think tied to the moon phase), which can be hard to predict.
Overall, it's much easier to ask another player in zone for a bite than it is to farm for an NPC to bite you. Just head to a werewolf/vampire shrine and ask in zone for it.
free player bites 100% exist, im 90% sure i have a free bite available (and often ive asked in chat to get no response)... its time gated but its also almost no effort
*edit* clarification; the npc spawns occur in all three zones at the same time, the quest to finalise the infection can be done at any point in time (so you can infect multiple alts from one night), and its common ettiquette not to kill the npcs afterwards so that they can infect other people (though i have encountered bite sellers going round killing the werewolves/bloodfiends because theyve been reducing their sale chance a couple of times in the past)
But the quest seem more fun and more rpg friendly.
theres a couple of stages
non vamp>infected>recieved quest to visit shrine>complete quest at shrine>is full vamp
player bites just let you skip the first 3 stages, the quest is largely the same (except for pointing you to like a packmaster or something)
Plenty of people seem willing to do it for free. I haven't played as either, but I would certainly be willing to give a free bite if I did. I mean, it's cool if you want to ask for payment, because there's clearly a market for that, too, but it's neither unrealistic nor some terrible breach of etiquette to ask for a free bite. I would probably offer *something*, just speaking personally, but lots of people like to try to get a bite early, as a very (cash poor) low level character, so they can roleplay as a werewolf or vampire all the way through. To each their own. It's a big imaginary world.
