Can't Download Game
So, I tried to update the game after a month and suddenly it won't update. It got to about 34% in patching and then froze, crashed, and closed the app. I thought it was a fluke and tried again, to the same problem.

Eventually, I decided to uninstall and reinstall the ENTIRE GAME. Seemed great, first install went well, got the launcher up, got 74% installed, and then it died on me after freezing for over 3 hours. I tried to start the download back up again and it won't even get to 15% of the patching now. It gets less progress each time I restart.

I paid over 100 dollars for all the DLC in this game ALONE. This game is the one I invested the most into, and I want to get back on, especially now that there's daily login rewards, the new dlc that I paid for in COLLECTOR'S EDITION pre-order, and the fact that others on my friends list can get on the game while I can't.

I paid over a hundred damn dollars for this and I've been looking for solutions all over the place, seeing that Bethesda and Zenimax supposedly aren't doing much to fix it.

This problem NEEDS to be fixed and the companies NEED to be straightforward with what the issues are.

its a steam.
I realize the issue is on steam, but it's the launcher that's causing the issue, not the download from Steam. It has to connect to the ESO servers for the download on the launcher to be initiated and completed.

True...but there's not a lot they can do if the problems are possibly at your end.
Could they be?
A couple of years back, I was a mod on an early alpha game (sadly shelved by the publisher) and we'd try to offer tech support to help get new players ingame...and whilst these players would happily tell you that the client was broken, they'd leave out certain bits of information like:
They lived in the boonies and their connection wasn't the best, they were on capped connections or were trying to download the game whilst at school, via mobile hotspot or vpn...the list of reasons went on and on.
Are you in a similar situation?
I've never had an issue with this game before, and I got on it just last month. My connection can download at over 14 MB per second, and I have a powerful gaming desktop. I'm in the middle of town, not in the boonies.

I'm not in that situation.
