Summerset does the same.
basicly, if you own morrowind, you start in morrowind, but if you buy summerset then regardless of if you own morrowind or not you start in summerset, as the newest one overrides the starting position each time. summerset has alot of fun magical stuff, and is so far a little more interesting plot wise, but morrowind is great if you played elder scrolls 3, and has alot of interesting locations.
So it's down to what you want, the best answer would be to save money and pick both.
btw morrowind can only be bought in crownstore. (does not add warden and collectors do not give morrowind)
and clockwork is essentially a prequel to summerset story wise.
