Of knives and long shadows
On Malabal Tor (the southern bridge) there is a location on my map for talking to Skaldir and such a marker lies on the bridge I cross the bridge and then it tells me Skaldir is on the bridge but I can't find him On both sides of the bridge I'm told to go to the bridge to find Skaldir

Skaldir is in Mournhold IIRC, in the Mages' Guild.

Edit: Quest markers aren't really reliable when you need to take a boat or something to get to the objective.
