Fighters Guild- where to go after first mission?

I finished the first mission of the Guild "Anchors from the Harbour" in Ebonheart but I don't know where to go next to start the next mission in the questline. All the guides I've seen just say 'talk to the Sees-all-colors' but I don't know where to find her or does it take her a while to translate that thing?

Fighters and Mages guild quest move each time to the next city and area in your allience:
Stonefalls(Davon's Watch)-Deshaan(Mournhold)- Shadowfen(Stormhold)-Eastmarch(Windhelm)-Rift(Riften).
You need to go to the guild hall in the next city(which is in the next area).
Also it is not time-related, if go to the next place immediately the quest giver will be there.

yeah, I went to the Fighters Guild in Mournhold but there was no quest giver and certainly not the guildmaster.

Usually after completing a guild mission, you will be contacted shortly after. For the main story, the Prophet will contact you just outside the gates of Davon's Watch.

I was always contacted by the fighters guild within major cities from a representative.

For a rough estimate, those quests will typically progress every 5 levels (e.g. level 5, 10, 15, etc.) until 40, where they'll happen more frequently. It's been a while for me, so this might have changed though.

There is no longer level requirement since one tamriel. The next quest is accessible as soon as you finish the current one.
