Like for example if you were in the daggerfall covenant you has to do glenumbra, stormhaven, rivenspire, alik'r desert and bangkorai before going to coldharbour.
That's the other. After that it's in release order of patches and dlc : craglorn, imperial city, orsinium, dark brotherhood, thieves' guild, both shadows of the hist dungeons, morrowind, horns of the reach dungeons, clockwork city, dragon bones dungeons, and finally summerset.
Coldharbour was never a DLC - perhaps you mixed it up with Craglorn?
You do meet many NPCs in Coldharbour that you may have met in Tamriel already. Also, after you've completed everything in Coldharbour, certain events in Tamriel won't make sense - they shouldn't be happening any more, but still do. This is an issue of "Gameplay trumps story" - no one would complete Coldharbour if that would lock you out of important events in Tamriel.
Due to the above, story-wise it makes the most sense to go to Coldharbour after you're done eveything in your own faction. Then complete Coldharbour, and then go to the next faction.
However, you can go anywhere at any time, and the bumps in the story are not too egregious if you decide to do Coldharbour earlier.
