How much health do you need on a PvE tank?
Buffs included. I was going to go like a billion into health but I heard that it's a waste.

It depends on what you are tanking. If you are talking end game vet and trials then you want no less than about 32k to 35k. If you are just soloing then I do fine with med armour, 28k health, tanking some WB and pledges (solo).

I forgot to mention it's just for groups. Obviously, when you're soloing, it's about stacking that DPS.

There are hybrid dps-Tank builds. Seen some of them running arround. Still don't know the purpose tho. dd > tank

I'd aim for 32k for safety. You can achieve that without any points in health if you so desire.
At least 30k, but you can easily reach 40k with Plague Doctor set and food buff

30k health for the hardest veteran group dungeons (including DLC one) with 26-27k resistance.
35k health for the hardest veteran trials.

Newby tanks usualy stacking their health to 60k. Dont make their mistake, it's a waste.
Get close to 35k HP. Then you'll get 40k (or a bit less) with tristat food, and it will be enough for ALL ingame content, even for Asylum Sanctorium Vet Hardmode for example.
And don't forget about resources: stamina, mana, mana regen.

P.S You are not asking the right question: first of all you need to build your tank (standart offtank build for example: Ebon + Alskosh + Bloodspawn) and then, when build is ready, you can regulate resources.
