Can't buy Morrowind upgrade

I just recently started getting back into the game and though today i would get the morrowind upgrade. I bought the game on steam for full price, yet when i go to buy the morrowind upgrade it says i need to own the base game. How do i get the morrowind upgrade?

Just buy Morrowind separately. I once bought only TESO. Then separately bought Morrowind.

Morrowind is FREE with Summerset and was removed as an upgrade from Steam since it will be in Crown Store as a DLC in the future. Buy Summerset and get Morrowind with it while you still can.

I tried adding Summerset and Steam put the Morrowind upgrade into my cart for an additional charge. It didn't come up free. What did I miss?
