It makes life easier possibly, it's a cool story, but it's hardly God mode.
Even the jewellery crafting isn't a superpower; you could buy or commission them from guildmates/stores. In the end summerset is a way for ZOS to make more money. You don't have to give it to them if you aren't happy with what you get.

Even if you could have every skill line maxed you still have to pick and chose which ones to put on your bar.Skill lines don't make you good,your own skill determines how good you are.Every skill line has it's weakness and you have to know how to counter it.Usually this would be a tall feat given the vast choices but people tend to pick the builds that are the most powerful so learn the most popular builds and you use your skill and you should mange just fine in PVP.
I must be honest though and would have prefered a new class vs skill line but that is life.

2. Answer to you question is "No, not right". You can properly build your character without Psijic Skilline and be better than players who use it. For my main PvP character i'm using one Psijic Skill that can be easily replaced.
