Plus with all zones same in regards to level, there really isn't any 'starter' zones anymore, in the sense that only low-level characters should be there. Anyone can go to any zone, including you.
Rivenspire is a good place for leveling thieving, especially up in Northpoint as there's no guards there.
It'll net you a good bit of gold, especially if you trash all white stuff and only launder greens & blues.
If it's lockboxes in particular you want, head to the crafting area in Bal Foyen. Although I suggest doing this during off-peak hours as there can sometimes be several others there as well.
I seem to get the DC crime spree Thieves Guild quest a lot, and that usually takes me to Rivenspire. On the bright side, we usually just steal one box and move on.
The former low level zones are great to loot. I used to hit them a lot before I joined a good trade guild and changed my money making tactics. A lot of solo players steal to make their money.
It was about 8pm eastern time, so yeah, there are people everywhere during primetime. Not much you can do about that. There are smaller cities in other zones that are empty of players with lots of locked chests...but they don't fit into your RP mold....

Funny, I have a few thief alts at low levels, and I haven't really noticed this being a problem. Every now and then lockboxes are in short supply in Daggerfall, but for ordinary theft or less-trafficked locations, I've always been able to get what I need.
I can understand picking an area for RP reasons, but if you're finding this to be an issue, your only options are either to pick a different area or play at non-peak hours. If you're in a busy area at 7 p.m. on a Saturday during a holiday event, there's not much to be done. It's like anything in short supply in any MMO: you get what you get, because you share the world with other people, and there's no use getting upset about it. Admittedly, it's annoying when someone stakes out a location and parks there, but it kind of sounds like you're doing the same thing and just getting mad that someone else is faster.
You might have more fun if you tried out other parts of the game, too, and just stole organically as you moved through the world. You can still level up legerdemain and acquire a fair bit of gold that way.
