Finding Quen in Outlaw Refuge
I am at the Vivec Outlaws Refuge and I am suppose to see Quen. I cannot find her and this place is not that big so what am I missing?

Hm, what makes you think that she would appear in Vivec? I'm curious because she didn't appear for me either, and I just assumed that the Thieves guild (just like the Fighters and Mages guild) is not fully functional in Morrowind.

Where do you see that description in-game?

Yes, it is the description in the game in the top right corner showing the active quest.

Anyway, I left Vivec city and went to Mournhold and found her there.

The Thieves Guild DLC was released before Morrowind. The description of that quest was correct at the time it was written, but I don't think it still is.

As with the other guilds, the Thieves Guild has a small presence on Vvardenfell, but isn't fully functional (as far as I can see). You have to visit the mainland to do actual quests. Which makes it a weird decision to force all characters to start in Vvardenfell (after you bought Morrowind) - the game starts all new characters in exactly the one area where a lot of general content is not available. But that's how they designed it.

Well I got to find another way to Windhelm. The overland route is blocked from Mournhold.

Use transportation (they are called navigator npcs), you can get to any major city of every region in the game using those npcs.
And if by blocked you're talking about fort virak being closed, you can still go around it, there is a somewhat hidden way.

You can go to a area you unlocked and go to that refuge.

Quen and the DB NPC (can't remember her name right now) do appear in the vivec refuge, but only after you've completed the Morrowind main quest.
