I know that this item can be droped ONLY frme Gilirion the Redbeard
So i need to wayte till he gives me quest in AOE2 ? ot its just total random? cuz its cost me kinda many keys and i got all the stuff from it but not a ♥♥♥♥♥♥♥♥ valky

It is completely random, just need luck on your side.

You can also try to get them from the golden vendor in Cyrodiil (100k gold or 250k AP), she's just there on the weekend and have only a couple monster set pieces each time. She sold Valkyn Skoria's shoulders recently though so she won't have them for quite some time I guess.
