Report a translation problem
When you right-click on the game in your Steam library, click on "Properties", and then click on the "DLC" tab, doas Summerset show up in your DLC list? If so, is it shown as "Installed"?
Where exactly are you looking when you say "it's not showing up"?
When you start the game, and start a new character, do you start in Summerset?
Steam only recognizes items that you buy on Steam. It has no idea which keys you may have activated outside ofn Steam. Steam support will not help you with this, though you are of course free to try.
You can _play_ the Summerset content even if you don't own it on Steam, but Steam will never show it as "owned" for you. This works because you never actually play the game on Steam, Steam just starts the ESO launcher and hands control over to it. The ESO launcher then sees that you have Summerset on your linked ESO account, and lets you play it even though you don't own it on Steam. Steam however never sees (nor cares) that you own Summerset on an ESO account outside of Steam.
It's a messy situation that may lead to issues in the future, so I usually don't recommend adding non-Steam keys to the game when the base was bought on Steam.
Cpt Stern, what you suggested does work for whole games but not for dlc's I'm afraid.
