If you dont have a sub , then that stamp is not usable for you. :(
This is incorrect. Dye stamps can be used even if you don't have a subscription (this is what they're designed for). They are for use on costumes which can be bought from the Crown Store, as well as those gained in-game (e.g the DB costumes)
To apply, equip your costume then go to your inventory and click on the dye stamp. You'll get a prompt to use the dye. (note: if you don't get the prompt, turn off your add-ons then try again)
