Is there any way to play on a private/low population server?
Im not sure why they decided to make all resources shared, but its getting old travelling across tamriel and not finding any damn loot. There are sporadic influxes of people online, not adhering to any pattern of time, which results in an inevitable scarcity of just about everything. Ive been questing for two hours and havent found hardly any crafting resource, and the last two cities I went to had every single container looted and nothing to steal.

Is there any way at all to play on a private server? Or change servers to a low population one? I was thinking maybe changing my region on steam to somewhere like china will make it where it puts ESO on their server, which would hopefully have less overpopulation and crowding.

If you don't have anything to say to answer the question, it's advisable to not say anything at all.

And to OPs question... You CAN play literally any MMO offline on a private server but it's copyright infringement and pretty hard because you need all the files for the host server.
With some games it's easy because the files are on the internet (WoW wotlk for example), but in the case of ESO I didn't find anything yet. You basically need to have someone on the inside who goes into the data center for you with a USB stick and provides you with the files you need.

TL;DR:
If your reply is "lolololol, he wants to play an MMO offline", fork you.
ESO on a private server possible? Yes. Probable? No.
