If you don't have anything to say to answer the question, it's advisable to not say anything at all.
And to OPs question... You CAN play literally any MMO offline on a private server but it's copyright infringement and pretty hard because you need all the files for the host server.
With some games it's easy because the files are on the internet (WoW wotlk for example), but in the case of ESO I didn't find anything yet. You basically need to have someone on the inside who goes into the data center for you with a USB stick and provides you with the files you need.
TL;DR:
If your reply is "lolololol, he wants to play an MMO offline", fork you.
ESO on a private server possible? Yes. Probable? No.
