also at lvl 21, you just dont have the exp to enable the better skills yet.
Im a casual player, at least in the sense that my skill at games is not on a competitive level. I usually just get ganked nonstop so its not fun in the least and I avoid it like the plague. Is there a way to get that without doing a bunch of PvP?

Magicka-based healings are bad for you because mechanics. Magicka-based skills are amplified from Max Magicka and Stamina-based skills from Max Stamina. Using magicka healing as stamina build? Lol, nooby guar xD
As casual player you may find its easier to make your stamblade into magblade and play in three buttons: elemental wall, refreshing/twisted path (depends on if you want more healing or not) and swallow soul as filler. Its enough for everything up to normal group dungeons. In vet dungeons you have to use something in addition, but hey, its your fault you choosed nightblade.
And your saying that a stamina nightblade wont hold up in vet dungeons? Im assuming that means if/when I get to level 50? If so thats a shame.

You don't need to be good to get it, It doesn't matter how strong your char is, just help defend and attack some castles, lumber mills and stuff. You can see what's under attack by looking at the map. It won't take too long and it will be very worth it.
Lol i know your pain, my first character in eso was a stamblade, and i had difficulty surviving some quest boss fights and could not solo some of the public dungeons untill i was level 50 cp 160+ and untill i went to pvp to grind out for vigour (and i hate pvp in eso).
One thing you could do to make leveling easier on yourself with a nightblade character is to respec into a magblade. Respeccing is easy and not expensive, so you just have to look up online where the respec shrines are and have a bit of gold (50 gold per skill point spent).
Playing as magblade is easier as they have a few class skills which do decent damage while also healing you in the process, plus the beneit of unlocking a damage shield skill from wearing light armor (light armor skill line), so with all of that the survival is easier.
This does not mean you have to stay a magica nightblade, its just easier to level as a magblade, untill you learn how to play and untill you can grind out Assault skill line in pvp to unlock Vigor
which is the only good burst self-heal available to most stamina classes.
Another benefit from playing as a magblade while leveling is you can equip a resto staff on your second weapon bar and get some healing skills on there too, so you can queue for
random normal dungeon as a healer, which is great as healers are in high demand and so their queue times are very short as opposed to stamina nightblade damage dealer chars whos queue times are very long (10+ minutes).
There is also the option to do some PvE quests in the villages in Cyrodiil. Just go to one your faction controls and quest there, they reward you with, among other things, a decent amount of AP and some neat gear that is often fairly powerful for your level.
The third option is looking around your main bases, the ones you are at when you enter Cyrodiil, for scouting missions. They aren't always available, but when they are, they just tell you to go somewhere, write a scouting report, and return to the base.
All of these options will help you reach Vigor, which is as has been stated in this thread, the best healing option for most if not all stambuilds, with the least amount of PvP possible. Of course you can still be ganked, but apart from that, you should be fairly safe and quick in reaching your goal.
Then Vigor will be quite fast to achive.
