As for what some people say, well some people say anything. There will always be some people who just want to complain. My advice is to play the game and see for yourself if you like it. If you don't, then find something else to do.
I see plenty of low level players in the game. There are also posts here from new players looking for someone to play with. Just be cautious, this is the internet and you don't know who you could be talking to.
Your best bet for finding a teammate would be to join a social guild. You will find someone to quest with and those who can show you the ropes.
The first and foremost thing to remember is that this is just a game and is for entertainment purposes. If you are entertained great, if not , do something else.
So you will have a horse you can tame, and just enjoy going through dungeons and doing spells and quest lines, with friends or alone. Loads of people are playing, yesterday saw 23k online when I was on.
Also when you have questions, most of the time they'll help you instead of saying '' just google it"
When you travel to major cities they are filled with other online people especially during the weekends which, for me, looks amazing and feels alive.
I only started buying extra's and DLC after 200+ hours playing, there are so many different quests but the main story line is my favorite
As far as finding people to play with. I can't really comment on that. When I was level 7, one person was following me around sending me friend requests and I kept turning them down. Not that I'm unfriendly, I'm just used to playing games solo. So then the person helped me clear a tomb, which was a lot of fun, so then I accepted her friend invite, and then she just ran off and I never saw her again.
Then another person sent me a friend invite and I accepted and they immediately started attacking me. WTF? I don't even know if PVP is enabled at level 12 or if the person was doing any damage to me, I just ran away, lol. So yeah, friends are not needed. If you need help clearing a cave, tomb, dungeon, whatever, just hang around until you see other people enter and join them, no friend requests needed. Those areas can be very tough solo, but it's doable.
There is also tough content like PvP (only in set zones or by consent), veteran dungeons and trials for people who like a bigger challenge. Most of these things are best tackled with a group, which can be found via group finding tools or by joining social guilds.

Bethesda Game Studios made Morro/Obliv/Sky/FO3/FO4. They didn't make the MMO.
