Macros allowed but botting isnt?

I'm new to the game and started farming Dolmens for exp. Saw 2 people using mouse macros to keep their character moving back and fourth and cast the same spell every 3 sec or so to avoid the Dolmen AFK mechanic.

(I told people to report them but they replied saying that it's not bannable)

I'm struggling to see the difference between that and botting. Is this allowed and should I be reporting these people?

Not entirely sure what the terms will mean for ESO but I know in other games using Macros mean that the player is still at their keyboard and monitoring the situation while straight up botting means that they are afk and are letting a third party program play the game for them essentially.

So if it rings true for ESO too then it's legal to use keyboard and mouse shortcuts to do things so long as you are still at your keyboard while using a third party program to automatically play the game for you while you go take a nap or something would be (or should be) illegal.

So I can use macros to do stuff for me in game like gather materials for example and do it while I sleep as they won't know when i'm actually at my keyboard or not?
