GTA V was over 200GB if I remember correctly.
My Zenimax folder is 99GB, so that's as large as this game gets (currently) without the PTS client installed, which will double that. What you're seeing is the launcher unpack data and apply any changes to the existing data from the Steam download, hence "Applying patch".
When the launcher is actually downloading data it will say "Downloading" rather than "Applying".
Note that you will at times see it both download and apply patch data numerous times until it's done. When it's applying data, your CPU usage will shoot above normal as this game uses some strange methods of unpacking data which are quite CPU intensive.
Thanks for clearing that up, i thought it was way too much starting to download another 60gb.
However i'd also like to point out that GTA V is nowhere near 200gb, closer to 100 perhaps. (i've downloaded it from Rockstars Social club client or whatever, shouldnt be that much different from steam version)
Edit: You can even reduce that size by approximatively 20 GB by getting rid of unused voice files (if you only use english voices you don't need german (vo_de folder) and french (vo_fr folder) ones for example).

2. Once you have the base game installed from Steam, that will be the last time Steam updates anything related to ESO, which leads me to..
3. If Steam attempts to download the game a second time, then something is wrong with your Steam client. Steam typically only does this with MMORPGs and a few other select games if it is not closed properly. So, for instance, if you install ESO and play the game a bit, then your power goes out.. there's a very high chance Steam will not recognize the game as being installed when you run it again, and again try to download the game. (It will also do this if you verify the game integrity via Steam.)
So, make sure Steam is exited properly every time you're done. Don't just shut down your computer, don't let your OS close it.. click the "Steam" menu, then select "Exit", or use the right-click option on the tray icon.
If you do that every time and Steam still does this, then something is wrong with either the entirety of your Steam installation (such as not having administrative privileges on the system), or something else is going on.
It really is as simple as downloading the base game data, installing it, running the launcher, installing updates, and playing. Why so many people have issues with something like this is beyond me.. but I also know a lot of folks share their PCs, might have stupid security settings in place, and may even possibly be using third-party software that does nothing but complicate a lot of basic functions.
It's not necessarily downloading an additional 60gb, it's applying 60gb worth of changes to the game. Yeah the file size will increase, but not by that much.
Also remember that the game takes up that much space because there's dozens of huge zones all with unique assets, effects, sounds, textures, etc and all of that takes up space.
You can't have a game this big be small unless every single thing was a re-used texture and model.
