Yes , the question is : Why does the Imperial Armor Crafting Book alone cost 5,000 if you want to buy it , but the Imperial Edition which costs 2,100 comes with the Imperial Race , which , if selected , also automatically has the Crafting of the Imperial Armor unlocked ?
The Imperial Edition comes with the Imperial Outfit style for all your characters, but not the Imperial Motif.
A character of the Imperial race will have the Imperial Motif unlocked by default, but only that character. If your main crafter character is of a different race (mine is a Khajiit), he or she won't know the Imperial Motif, which means he or she won't get the corresponding achievement.
You can get the Imperial Motif book ingame, you can even buy it from other players via the guild traders, it is not cheap, though.

So I wont make more than 2 characters , however my 2nd will be probably just an Aldmeri Soldier , but that doesnt matter so much.Lets just assume I have only 1 Character, that is my Male Nord.Now , what I want is to be a badass guy in Imperial Armor , and play as an Imperial in general.I know I could do that without having the Race set to Imperial , but I think it would be way cheaper to buy the Imperial Edition for 2,100 Crowns and then the Token to change Race for 3,000. I know , its basically 100 more Crowns than just buying the Imperial Armor itself for 5,000 , but for that you get many more things in the Imperial Edition , including a Mount so you wont have to buy one for 1,200-2000 Crowns.
Mind, that if you change your race from Nord to Imperial, you won't unlock the Imperial Motif for that character. The Nord Motif will still remain your default unlocked racial Motif. Only newly created character's race matters for the unlocking of the default racial Motif.
As long as you have the Imperial Edition, you will have the Imperial Outfit style unlocked, though.
Just to be sure, mind, that you can never change the Alliance or class of an existing character, no matter what.

Knowing a Motif means that the character who knows it can actually craft weapons and armour in that style. It also means that the character who knows the Motif will get it counted for the achievement linked to it. Some achievements unlock titles, dyes, costumes, pets, etc.
As long as even a single character on your account knows a Motif, its Outfit style is unlocked for all characters on your account on that server (EU or NA).
The Outfit styles allow you to modify the visuals of the armour and weapons you have equipped, including changing the colours via "dyes" (that is the colours you know).
For instance, one of my characters wears two full item sets, Plague Doctor (Breton style) and Livewire (Apostle style), however, through the use of the Outfit system I made her look like she is wearing Dwemer armour, with her pauldrons, helm, shield and bow in the Engine Guardian style, and her sword in the Dwarven Remnant style: https://imgur.com/t2TaxAw

No, this is not true. There is no gear conversion any more. Only the Outfit system.
Hmm, okay , I really appreciate all that but...To make it simple :
If I upgrade to the Imperial Edition and buy a Race change Token and become an Imperial , will I be able to make myself a full set of Heavy Imperial Armor ?
And if the answer is no , should I buy the Imperial Armor crafting for 5,000 Crowns ?
The answer is no to the Imperial Motif (not the Imperial Outfit style, mind you!), because your original default racial Motif was not Imperial, and as I said, changing your race does not unlock the new race's default Motif.
1. Get some gold (50-70k gold I think), buy the Imperial Motif for your main crafter at the guild traders, unlocking the Imperial Outfit style for all your characters, without the need to own the Imperial Edition.
2. Buy the Imperial Edition in the Crown Store, the Imperial Outfit style will be unlocked to all your characters. Not the Imperial Motif, though.
