Yes, Pirharri the Smuggler is a reward for finishing the storyline of the Thieves Guild DLC.

In my opinion, her 35% fee for buying stolen items from you is a bit of a let down for me. Nevertheless, I requalified her as Pirharri the Mechanic for my primary residence, the Velothi Reverie.

Yeah, Pirharri is kind of a let down, you think awesome gonna be able to make gold selling stolen stuff so much faster. Then you see her fee :(

I think you get her from reaching rank 10 on Thieves Guild, not completing the story.

Nope, she is a quest reward: https://en.uesp.net/wiki/Online:The_One_That_Got_Away

You actually have to be rank 10 to even do that quest.

The only time I have ever used her was when I was trying to get the Wood elf throne gold furnishing pattern. I spent time in the Elden Root throne room pickpocketing everyone. Pirharri came in handy then, as it meant I could clean out my inventory without leaving the throne room (especially handy with my bounty)

Yep, her fees are high, but in that instance it didn't matter and I still made gold. She saved me time & effort, to which I was eventually rewarded the Throne pattern I was after.

I've never used her since...
