add ons simply wont show in game(SOLVED) answer in the comments may help others
Alright, i know this is asked alot of places. ive been trying all the suggestions i find.

C drive, windows 10. never activated one drive. used minion and also manual install of mods. deleted the minion.xml and reinstalled minion. minion will show the mods and update them. i find the folder in the documents as everyone says. i tick and un tick the uptodate addon option and still blank addons when i log in game. i have left minion running and not running when loading the game and still nothing. my game is uptodate. any idea why addons still wont show up in game? thanks for any and all suggestions.

Just to be clear, when you say the addons won't show up in game, do you mean when you've...

1- fully logged into a character &
2- open the "system menu" by pressing ESC &
3- click "addons"

...that no addons appear in the list?

On this screen there is a checkbox that reads something to the effect of "load out of date addons" which you will most likely need to check to enable most addons since they are not typically updated every time there's a new game version release. Have you done this?

If this doesn't help, hopefully somebody else has some suggestions.

Thanks and yes 1. 2. then 3. i have possibly found a answer. ive been digging around all day and just came across this. only time i seen it mentioned but i have this folder too. i have the same folder in the programdata/ and why im unsure as to why i just directed minion to scan that way. i am having to reinstall the addons with minion or manually but they are appearing in game through the above method 1.2.3. so this may be a fix. You are likely to find a new folder in "C:/ProgramData/ElderScrollsOnline/live"
The ProgramData folder is invisible, so you would have to be able to view hidden folders to locate it. My game will sometimes alternate between the two addon locations, so for the ease of things I now have two ESO profiles in Minion now I keep identical to easily update both places. It caused a lot of frustrations until I located the ProgramData folder and I know others who also experienced this.

Hah, weird. I wonder why it's suddenly trying to read from the ProgramData folder rather than your user's documents folder. My guess is that Windows is not running entirely correctly, and you may want to try running the sfc and DISM tools to verify and repair.

Another guess is maybe the program is running with the "wrong" privileges, like it was installed for a particular user and is now being run by another. Could possibly happen if you switched to running Steam as admin or the game itself, or was installed as admin and is only being run with user privs - but in fairness this seems pretty unlikely.

Last guess, I promise: Maybe at times the 32-bit client is being used and other times the 64-bit.

Incidentally, you could probably use Link Shell Extension[schinagl.priv.at]to have the ProgramData folder mirror the existing rather than maintain two.

Thanks. I'll try and check out these options because it's deff. Got me by surprise.
I'll try the link shell extension as well. So I don't have two identical folders worth of downloads

I have the same fking issue , i used to play back in 2018 and now im giving it a try once again and the fking addons doesnt show up at all, nor in game nor in the 'addons' option in the main menu, there is two 'live' folders , one in documents and another in 'appdata' , i dont know what the ♥♥♥♥ to do :/, im trying rite now to use minion32 bits.

Same here (except the 2018 part - I am completely new to ESO & its modding). I tried manual install, install via Minion, checked the path many times (it's ok), checked if I have two "live" folders (I don't), checked if there aren't any LibAddonMenu files in subdirectories (there aren't), I checked the ProgramData folder and tried to move it there - nothing works. Nothing shows up in the in-game addons menu. The "Addons Enabled" is checked as "On", in the settings it is also set as "1", so no problem there. I don't understand and I'm getting triggered already. I was going to use LibAddonMenu[www.esoui.com] along with Minimap by Fyrakin[www.esoui.com], didn't try any other mods. I'm giving up. If anyone has a new solution, I would welcome it.

Mods go in the Users/documents/elder scrolls online/live/addons folder. To put them in there you have to extract whatever is in the downloaded mod's zip file and place it in there as well as doing the same with any required Lib files. Putting the zip files in there is a waste of time because they aren't recognised as mods.

I don't bother with addon managers as it's far more reliable to do it manually. I have a total of 45 assorted mods/libs in there are they all work straight out of the box.

That used to be a thing but the checkbox was patched out some time back, not that I know why. The mods will load up anyway as quite a few of mine show that message which is sort of spurious now. Again, I have no idea why.

I know this. I am not putting the whole zip files in.

Thanks for the recommendation, unfortunately that doesn't work either. Today I realized people are having problems with the Minimap since Necrom so I tried a different mod but no change. At least I know it's a problem on my side.

Guys!!! I figured it out! With the help of this older thread (the screenshot advice): https://www.esoui.com/forums/showthread.php?t=9254

I have NO IDEA why, but it seems my ESO chose the "Public" user account on my disk as the destination for AddOns and Screenshots. I mean, how was I supposed to know that lol? The "Elder Scrolls Online" folder is in 3 different places on my computer...

Anyway, if you're still having a problem, just screenshot the game via the in-game key bind (not Steam one) and look for the path that shows in the corner of the screen!
