Report a translation problem
1- fully logged into a character &
2- open the "system menu" by pressing ESC &
3- click "addons"
...that no addons appear in the list?
On this screen there is a checkbox that reads something to the effect of "load out of date addons" which you will most likely need to check to enable most addons since they are not typically updated every time there's a new game version release. Have you done this?
If this doesn't help, hopefully somebody else has some suggestions.

You are likely to find a new folder in "C:/ProgramData/ElderScrollsOnline/live"
The ProgramData folder is invisible, so you would have to be able to view hidden folders to locate it. My game will sometimes alternate between the two addon locations, so for the ease of things I now have two ESO profiles in Minion now I keep identical to easily update both places. It caused a lot of frustrations until I located the ProgramData folder and I know others who also experienced this.
Another guess is maybe the program is running with the "wrong" privileges, like it was installed for a particular user and is now being run by another. Could possibly happen if you switched to running Steam as admin or the game itself, or was installed as admin and is only being run with user privs - but in fairness this seems pretty unlikely.
Last guess, I promise: Maybe at times the 32-bit client is being used and other times the 64-bit.
Incidentally, you could probably use Link Shell Extension[schinagl.priv.at]to have the ProgramData folder mirror the existing rather than maintain two.
I'll try the link shell extension as well. So I don't have two identical folders worth of downloads
I don't bother with addon managers as it's far more reliable to do it manually. I have a total of 45 assorted mods/libs in there are they all work straight out of the box.
That used to be a thing but the checkbox was patched out some time back, not that I know why. The mods will load up anyway as quite a few of mine show that message which is sort of spurious now. Again, I have no idea why.
Try adding the root folders for the add-ons as well as the game itself as an exclusion for your antivirus.
If that doesn't work, you can try it in admin mode as well.
I have NO IDEA why, but it seems my ESO chose the "Public" user account on my disk as the destination for AddOns and Screenshots. I mean, how was I supposed to know that lol? The "Elder Scrolls Online" folder is in 3 different places on my computer...
Anyway, if you're still having a problem, just screenshot the game via the in-game key bind (not Steam one) and look for the path that shows in the corner of the screen!
