How do chapters work?
I bought the game way back when Tamriel Unlimited just dropped, now that elsweyr dropped i want to buy all the previous chapters but the only option that includes all the chapters tells me that i cant buy it because i already own the game, is there any way to buy all three chapters?
(Mind you due to my current state i can only buy items through steam i can't buy them through the zenimax store)

ESO+ gets you Morrowind and Summerset (bought from crownstore too)

If you cant purchase it from zenimax, then you have two options besides ESO+ - 1) buy crowns or earn enough in game gold to buy Morrowind and Summerset from the crown store or buy crowns from another player and get them that way. You should be able to upgrade to Elsweyr directly through the store though, that will get you all 3. 2) Remove the game entirely from your account, asking Steam to remove it as well, and then buy the Elsweyr edition which will give you base game and all 3 chapters.

if i remove the game completely will i keep my progress and characters?

You can only buy the current chapter reguarly (through steam store pages) the other previous chapters you can buy in game with crowns.
That's weird, I bought the game back in 2015 from Steam and I upgraded to Elsweyr through Zenimax website, I was able to buy the standard edition no problem and it works through steam.

Yeah because it's the current chapter, you'll only get summerset and morrowind through the bundle now if you want one of them individually you have to purchase crowns and get it through the in-game shop.
