Dark Elves (Dunmer) are good all-arounds, so I'd recommend that.

Breton magicka templar or sorcerer.

Races are not that important, unless you're in a very high ranking team doing elite pve scoring (you're starting out, so you're not in this category).

Argonians have deseased status immunity, poison and desease damage resist, health bonus and healing bonus. They also regain health, magicka and stamina when they drink a potion.
That makes them useful in pvp, especially for extending burst combos (with the potions), and as healers in pvp and pve.

Dark elves have health, magicka, stamina bonus and spell and weapon damage bonus, that makes them good at almost anything they what to spec into (with a good emphasis on dps). They are also resistant to fire and immune to burning status (which is great if you want to make your char a vampire).

Nords have stamina and health bonus, physical, spell and cold resist, immunity to chilled status, and they regain ultimate when they take damage. That makes them best suited for tanking (especially dragon knight tanks since they are the most reliant on ultimate skills).

So it's overall balanced, argonian more as healers, nords more as tanks, dark elves more as dps.

As for class, anyone can spec into anything, and the gaps between them are not that relevant nowadays. You cna do a sorcerer tank or templar dps just fine. It's more about how you want to play it.

Sorcerers are more about daedric magic, especially conjuration, lightning destruction, dark magic.
Templars are aedric champions, so aedric conjuration, fire destruction, light magic, restoration.
Dargon knights are dragon themed akaviri style warriors, so heavy on fire magic, earth alteration.
Wardens are ranger/druid like. Nature conjuring, restoration, ice alteration.
Nightblades are shadow mages and assassins, they spec in illusion magic and drain destruction magic.
Necromancers use elemental destruction magic, restoration magic and undead conjuration.

There really are no best races as it all depends on what you want to build for a character. While racial passives do help they are not a deal breaker if you go outside what is considered best for any given build. You should just go though the races in the character creator and read the descriptions to choose what you think may work best for how you plan on playing. There really are no wrong choices as long as you pick a race that somewhat fits your particular play style.
