No.
Neither of the Elsweyr editions named "UPGRADE" contains anything but Elsweyr. Only the Elsweyr Digital Standard Edition and Elsweyr Digital Collector's Edition contains both previous chapters (Morrowind and Summerset).
Always read the contents very carefully. If something is not explicitely listed, it is not there.
If Steam doesn't allow you to buy a full Elsweyr edition (not one of the Upgrade ones) go to the official ESo website, make sure your Steam accoutn is properly linked, and buy it there.

Read the damn $59.99 package on Steam - I'll quote it AGAIN WORD FOR WORD:

The OP asked specifically about the Elsweyr Upgrade edition.

this because i read somewhere that said it includes summerset but they were talking about pre-purchase.
Neither of the pre-purchases of the "Upgrade" editions did ever include it. Only the two non-upgrade editions ever did and still do. Check the image I linked above.
