Edit: I repair the laucher 2 times and the requesting login continues
1. Re-Link your ESO and Steam Account
2. Run Steam in Administrator Mode
3. Repair the files in the launcher
4. Take the following link, and follow the instructions after step 14

(Do not try 5, it did not work)
5. Uninstall the game on steam, make sure your Steam and ESO account is linked, and download the game from https://account.elderscrollsonline.com/users/account
6. If that does not work Repeat step 4
7. Re Purchase the Game from https://account.elderscrollsonline.com/store for $9.99 while it is still on sale then download it from there, and I would probably un-link your Steam account before you download
Update:
What I ended up doing was submitting a request for a refund, and buying the game from the ESO website for the same price. Also on the ESO website on your account page, you want to make sure that you have an active account status. Idk if this takes some time with Steam.
What worked for me was doing the first step that Tosty recommended, which was re-linking my ESO and Steam accounts. But I did it via the game and not thru the ESO website under the "My Accounts" page. So to be precies, these are the steps that I did: 1) unlink my ESO and Steam account, 2) launched the game thru Steam, 3) chose "I have an existing PC/Mac Elder Scrolls Online account", 4) entered my userid and password and confirmed to link both accounts. From thereon, logging in to the game was never a problem to me.
