As a new player, Enlightenment is hurting, not helping
The problem is that now I hit CP10 and above, the game is tossing me into harder random dungeons and I feel like I can't pull my weight. And it's due to the 4x EXP from Enlightenment.

For example, I did a random dungeon. The gear that dropped in the dungeon didn't match in terms of sets, so it wasn't an upgrade. I gained many CP during the dungeon, and an instant 12 CP on completing it, so the new stuff had lost some value by the end of the dungeon too. A few quests later, and now I'm still wearing level ~45 gear at ~CP60, and my target dummy DPS has gone from 15k down 10k.

I can't craft gear better than CP10, and the Inspiration coming in from deconstructing quest rewards and drops can't keep up with the Experience coming in from those activities. I don't have any skill points to rank up (which may be my fault - I got all the Skyshards in the areas I did, but I chose to stick around and go for achievements instead of moving on, and I pursued all of the trades at once).

I can see ways to move forward -

1) Just give up on keeping up. Grind to CP160 while staying out of random groups. Then start building up again once scaling stops.
2) Forage and craft while avoiding killing anything. Hunt Skyshards without questing or killing things. Trade deconstruction with another player. Then craft gear. Repeat occasionally on the way to CP160.
3) Pick two or three dungeons from the easy set of dungeons, and run them repeatedly to get on-level gear from sets, all the way up to CP160.

- its just that none of those options are as appealing as if I were given the opportunity to continue to play normally. That is, without Enlightenment turning the gear treadmill all the way up.

Option 4) Join a good guild (perhaps a social one), ask a crafter to craft you some blue sets every 10 CP?
It doesn't really matter. The goal is to get to CP 160 as fast as possible, because that's when items stops leveling up.
What some people do is just getting someone to make them a new set of gear for every 10 CP (which watchdog79 suggested already), but there's no real point in farming for specific sets prior to CP 160.

I picked up some cheap (650g each) epic weapons at my level from the guild traders. So I feel a little bit back on track for now.
Man you need a trade guild for you to look for equipments.But the best way i think is save some money while go up to CP160 by playing story quests,side quests and public dungeons then after reach CP160 use your money to buy a build of CP160 from Guild Trader.
After you reach CP160 then you dont need to worry any more,CP160 is the highest level.On the way to CP160 the level upgrate so fast your equipment would be hard to follow.

mate, just have fun.
put anyone who posts dps-meters in pug-groups (and on normal lol) on ignore and enjoy life.
especialy before hitting vet dungeons none of the meta-stats matter much....and even then min/maxing plays mostly a role on hm vets.

before cp160 you don't need to farm anything. after 160 pick what you want, many endgame sets can be crafted: so a guild or guild-traders might be your best bet.
in many ways the game starts with cp160, everything before it is an extended tutorial.

believe you me the worst way to play ESO is to just focus on getting "bis" gear, the best way is take part in all that it offers and just roll with it...if you want to clear area achievments first that's absolutly fine.

Why are you worrying about your dps? Jeez man, enjoy the game! You're still very weak, once you hit the gear level cap (cp160) you can start farming better gear. Just relax.
Don't even worry about gear until you're CP160.. you're going to blow through the sub-160 levels way too fast anyway.

If you want to hit that point quickly, stick to nothing but the following:

1. Your daily random dungeon reward. (Big XP)
2. Story quests like there's no tomorrow.

Alternatively, there are faster methods (Skyreach/Spellscar runs), but require the following:

1. Someone willing to carry you through said runs for that long.
2. Training gear set (easily craftable), and any other XP boost you can get.

The point is, I do have the mindset of "enjoy the journey rather than the destination." Part of enjoying the journey, for me, is that you are required to maintain your relevance to the content you are doing. If you neglect proper gearing for a few levels, then you won't be able to meaningfully contribute in a party. You get carried or you fail.

As for the reason to worry about DPS - its because I ran a dungeon that for the first time challenged me (normal DLC dungeon as opposed to normal vanilla dungeon), and it was apparent to me that one of the reasons the party struggled was low DPS. It wasn't a case of anybody using a meter (not even me), and the party was nice about it. I just felt that the dungeon mechanics required certain things to die at a certain rate, and that wasn't happening.

And then when finishing the dungeon, multiple CP levels were granted at once, which made me think my DPS is going to be even lower the next time I queue, and who knows, maybe its an even harder dungeon? I suppose I should not make assumptions, and I should not complain unless there's actually something I can't do.

I have a guild who would definitely craft things for me, but I didn't want to ask for help, because I wanted to work for my gear instead of being handed it.

But in the end, I suppose I don't mind getting gear without "earning" it, as in buying items from the traders. On the one hand, its an artificial power increase that only exists due to the previous accomplishments of others. On the other hand, I only need to do it to keep up with a maladjusted artificial scaling system. So its kind of even.

(I say maladjusted only in the specific case of Enlightenment - I think it's a cool scaling system that has worked great for me otherwise)

believe you me the time will come when you will crave more "enlightenment", gettin to 810 is no joke.
dlc dungeons in general are alot "harder" then normal dungeons (as you already mentioned), it's more about mechanics here...ofcourse when you are running with endgame-groups, mechanics don't matter, but when you are undergeared or skilled playing to the mechanics should always turn into a smooth run.
interrupting, ccing, even keeping Ults for the right time...it's kinda a great lesson for things to come.
tbh. none of the dlc dungeons (or normal ones) contains a dps-check until you hit hm vets.

one of the most important lessons for dpsing is to weave skills and light attacks (or the occasional heavies): skill-LA-skill-LA, etc. ESO's meta contains quite some animation cancelling.

if you realy struggle that much with beeing carried a little you could always go skillpoint hunting (public dungeons, skyshards) and bumping your needed crafting skills to craft your own stuff, or check the wiki for gearsets you might want and do delve, chest, boss (world, publics) runs to get green/blue/purple stuff which is always enough for any content you hit before vets and hms.
Trust me when I say that people are actually pretty forgiving if you're below 160-170 cp. 160 CP is the level cap for gear, so that's when you usually start farming gear for real.
