I am not sure what happens when you are there, but yes, it will be locked again.

If you're in vvardenfell when it locks you'll be teleported in another region (pretty it's gonna be the capital of your alliance).

It is not applied retroactively. People who bought ESO before the current Standard Edition only have base game.

You will be teleported to your factions hub outside of Vvardenfell (from experience, might be last known location.)
