That is not entirely correct.
Since the launch of Summerset chapter, Morrowind chapter consists of two parts - Morrowind DLC (access to Vvardenfell zone) and Warden class. Both are available separately in the Crown Store, though only Morrowind DLC is part of ESO+.
Summerset chapter includes the Summerset zone and the Psijic Order and the Jewellery crafting skill lines. Nevrtheless, with the launch of Elsweyr, Summerset in its entirety has also been reclassified as a DLC, and became part of ESO+.
Currently, Elsweyr chapter, consisitng of the Northern Elsweyr zone and the Necromancer class, is the only chapter not reclassified as a DLC, and is not part of ESO+. This is expected to happen next June or so, with the expected launch of a new chapter.

I would say do get ESO+ Subscription for the additional bankspace and craftbag & access to DLC areas, it also gives XP Boost and such. In ESO it doesn't really matter if you do the expansions or DLC's after or before you reach max level. After reaching LVL 50 it will start again on CP 10 and continue forth to uh infinity? Since you're new to the game, i would say get accustomed to the game first, see if you like it all and if everything works fine for your gameplay. Then consider buying the expansions. Even without expansions there is a lot to do, that's in terms of quantity and variety, so you won't get bored any soon despite having no expansions.
