i am using my skills only not my light and heavy attacks cause you know most players are just badly overpowered and dont take any scratches -.-

You should start off by learning about all the gear attributes like imperceptible, etc. Once you've done that, you should be studying other classes and what their abilities are and how to recognize them when cast (and how to mitigate, avoid, interrupt them). It's much easier to do this in ESO because classes here don't have nearly the amount of abilities like other MMOs do.
While you are doing this, you can dabble in PvP or try to find a guild that does PvP and is willing to take along players who are learning. Avoid PvP guilds that talk in broken english, speak in gang sign or brag about how leet they are. Chances are they suck. Those guilds that are actually good at it show they are by doing - no ebonics needed.
You say you've been doing PvP awhile, but sounds more like you're just headhunting. If you don't have a PvP guild yet, you should try to find a regular group of sorts and do premades. PvP as a team and learn with them.
I haven't played regularly for a couple months now so I'm not sure if they made any recent changes for PvP. Either way, you'll have to keep on top of it since, like other MMOs, attributes and skills tend to play musical chairs - courtesy of the devs.
The lag monster (latency) can also be a huge obstacle in your quest to PvP.
This will take practice. To be honest, you should concentrate more on being able to control your opponent or the situation until you get better at your rotation. Then you can control (and melt) your opponent.
As for weaving, light attacks, if timed correctly, shave some time off your casting animations and allow you to chain abilities together a little faster. Additionally, for some rtarded reason, the devs put a lot of emphasis (damage) on the light attack itself. Not only are light attacks a large portion of damage, but some sets are built around it.
Edit: I see light attacks mostly as putting the player (hamster) inside a hamster wheel. I'd wish they'd get away from that monotonous mechanic.
In general, the way it works is: cast one of your abilities, immediately light attack to cancel part of the animation and follow up with next skill. Repeat.
If you don't know what weaving is, that explains why you're struggling. Google "eso weaving" and learn how to do it. It makes up a huuuuuge difference.
