Without knowing exactly the details...if you just started and focused on the main quest, you may not be the next level needed for the next step, When you hit the right level the prophet appears and asks you to meet him at the horborage. Then again you may have just missed his summons if you weren't paying attention.....it doesn't put the quest in you log unless you talk to him when he appears, try going near the harborage and riding back toward Daggerfall, he may appear...

yes, you may not have leveled enough for the next step. Do a few side quests, preferably the Alliance quests since they give the skill points.

When you hit the right level the prophet appears and asks you to talk to him. it is just every few levels.

I generally don't finish the main quest until lvl 50 ish since It goes along with the alliance storyline better that way IMO. I like to have my alliance questline done when I get Cadwell's Silver ,the quest that lets you start the next faction's storyline that you get after finishing the main story.

You don't need to be a certain level to progress the main story quest since Tamriel Unlimited rework. You just need to stick to a major city and the Prophet will soon appear to offer you the next quest.

remember game levels to you, not the other way around. There are no level requirements anymore for any quests

yes, at times you might need help to finish off a big boss, just wait for others to come through clearing dungeon and as long as you get afew wacks in on boss you will get credit for killing boss. Omly main-quest line is solo quests.

When i start a new toon, i run the maps collecting SKYSHARDS and LOREBOOKS and thats all i do until level 50 cp160, then i'll do main quest-line to get level 50 cp 160 gear and weapons

you might find it helpful to run the MAGES and Fighters guild quest-lines along side main quest line. Both guilds will be involved in your defeating Molag BAL.
