Fighting covenant NPCs as a member of the Daggerfall Covenant
Why are covenant NPCs hostile to me when I venture through pact areas? I'm a Redguard from the covenant, it doesn't make any sense.

because alliances now only applicable on PvP, and before One Tamriel its a bit more sense since you have choice to finish the main quest and "experience other alliances" story line

It's because if you take part in the Cadwell's Silver/Gone zones, you're considered a member of that Alliance for immersion purposes. (Which is what Cadwell tells you when you talk to him in the Harborage before you accept.)

But if you're not doing those zones, or are without that quest, I assume they're hostile anyway due to developer oversight.

I was lvl 7-8 in Glenumbra (Redguard, DC) and decided to go and do the holidays event that asked me to go Eastmarch. So I went and there are DC troops in the area being hostile to a member of the covenant that is just passing by... is kind of ridiculous and if they made it for immersion purposes they achieved the total opposite.
It was like, I cross this "country" border and suddenly my enemies become my friends, and my allies my enemies.
