There are no keys anymore unless you have an older version.You need to make an account on the eso webside and then you should be able to link it to steam during the install process.
You can see if you get the option to make a account or add an existing account during the install process or if you have to make and eso account first what ever works for you .
Be warned though never ever make verifing the game through steam if you need to always use the eso launcher for it.
I would turn off the antivirus during the install could be it can cause problems during the install.
After you hit install an install everywhere icon pops up takes a bit after that the launcher will pull 3-4 chunks of updates from the server goes queit fast.
After that you should be able to create an account through the install or you can make one after download is done and you have your id and pw to link it to steam.
When you create the eso account pay attention you will pick your id and pw and get a mail send to the given mail.In that mail its a link to activate and verify your eso account you have 3 days for that so you should do it right away.
If the mail doesn't come up look in your spam folder or click resend.
After that is done and eso account is activated and verified you should be able to link it to steam during the install.
Hope you get it running without issues because the game is really nice.

Download and install the Bethesda.net client by clicking on the 'launcher' button in the top right corner:
bethlauncher.png(The client is only compatible with Windows OS)
Launch + log into the Bethesda.net client
If you do not have an account, click the "Register account" button available via login screen and a separate browser window will pop up - proceed through the registration.
Click on the logo (upper left corner) and choose “redeem code”

Enter code as it appears from the download page and hit REDEEM (Not 'Done')
Code Redeemed will appear in green if done successfully
Install + launch game to access the redeemed contents.
