So how can a system work properly if you not using it properly.Not saying steam is flewless but I almost never had any issues with it and when they do have them a fix is mostly done really fast.
You didn't link it to steam in the first place stain so please don't spread wrong facts.If you don't link it to steam you can't play it through steam.
You should have got the make an account on the eso webside when you installed the game if not you need to go to the eso webside and make an account there.
You get the id and password once you create the account then you should get a mail to the used mail you gave them.In that mail there is an account activation verfication for your eso account that needs to be confirmed in 3 days.
After that is done you can or should be able to link the account to steam when you install the game or hit play the first time.
If not you can try running the eso launcher repair option and then reboot your computer also don't do file verification through steam otherwise you'll redownload the game.
When you install the game it should come up with the option i have an existing eso account or create a new one during the install when all the files are downloaded and you hit play.
Then you put the eso id and pw to link the account to steam.
You can tell if its linked to steam in the lower left of the eso launcher after you hit play in steam library of the game.Should say steam left if its not you don't have it linked .
Or log into the eso webside in your account and look it up in there under linked accounts.
Could be steam overlay is causing that problems you can uncheck the steam overlay in the steam eso game library under game options (preferences) and see if that is causing issues.
If not delete the game and redownload it and disable your antivirus program during the downloada and install.
Before you do a redownload look for a account link fix written in capitals thread in steam that might help you .But only if your account is linked to steam otherwise it wont solve your problem.
If want play eso none steam version is better
sicne it works 10 out of 10 times
where as steam install verison works 1 of 10 installs at best!
only fix get none steam version since it doesnt have that bug!

at leats it does not have that steam login bug that tends to happen 9 out of 10 installs!
Read the replies people send you there is no code anymore.Create an account on the eso webside verify and activate the account through the mail you get when you make the account and then you can link it to steam during the install process.If not look up my post above hate to repeat myself.
I'm almost sure you don't have the account linked to steam cause you didn't activate your eso account after you chosen your id and pw you got a mail you had to activate the link there after it should let you link it through steam once you start the game up if not a reinstall should do it look up in their eso webside.
You got the link above already and here again and I did it through that link and had no issues except closing the game and launcher twice.
