Imperial City ever go back to normal?
If you do all the quests in the Imperial City and main quest, does the Imperial City ever go back to normal? Is the city ever saved?

What you see in Imperial city is normal for this game of ESO.

It's not unthinkable to say the Imperail City won't change cosmeticly. We've been given rumors as to the future of ESO which hints at a "Deadric War". So, we'll have to wait and enjoy.

See. I was looking forward to seeing it restored. Oh well. I guess when I want to see it nice, I'll play Skyrim. I hope they do offer that in the future for ESO.

So is there no ending for the main quest in ESO right now? Like Mo LogBla isn't defeated?

You will defeat Molag Bal and that is the end of main story line. Next you work on becoming Hero of Daggerfall. actually you become hero of your alliance
