1. Siphoning: Strife > Swallow Soul - deals a moderate amount of Magicka damage and puts a HoT on you that heals you for 25% of that damage every 2s for 10s.
2. Dual Wield: Twin Slashes > Blood Craze - puts a Bleed DoT on your target and heals you for X damage every 2s? I believe. The bad part about this one is that your target has to be alive for you to be healed.
3. Dual Wield: Flurry > Bloodlust: deals rapid damage to your target and heals you for 50%? of the damage done. For your endgame build, you'll want the other morph of this skill (along with the opposite morph of Blood Craze (Rending Slashes)), but for leveling it works pretty well.
4. PvP - Assault: Vigor - the best stamina-based heal in the game. Even if you don't PvP a lot, it's a great idea to go in to Cyrodiil to pick this skill up, even though it will take some time to get it. Resolving Vigor, the morph that most people take, is absolutely amazing for the cost.
All of that aside, if you want to tank as a Nightblade, you'll need a sword & board, a taunt or two (skills with the sword & board icon on them), and a drastically different build. Thankfully, Nightblades have a pretty great toolkit for tanking (drain skills, mitigation skills, etc.), which makes them very competitive later on. (Dragon Knights are widely considered to be the best due to their group utility, though.)
Typically, if you start attacking an NPC first they'll continue attacking you, unless someone comes along and taunts them, or deals a significant amount of damage more than you.
