Doing public dungeons can also be good, then ofcourse you can always just grind zombies or whatever mob you fancy
The main quest, mages and fighter guild are also a good way to level and gain skill points.
Daily writs help a lot too. I only do blacksmithing, woodworking and clothing atm. I don't spend any points on my crafting skills as I level so the writs always require me to craft using iron, maple and jute and it takes only a couple of mins and you get good xp and a decent amount of gold each day.
You could also craft or get someone to craft you full gear with bonus xp from kills and farm areas with high mob density, or dolmons would be great with this too. You can buy xp potions for a lot of gold or buy xp scrolls with crowns. The advanced starter pack gives 10 scrolls along with many other items for only 1500 crowns, I found it very helpful when leveling.
There are probably many other good ways but these are the ways I have found work best for me since I like leveling fast :)
Do every level of the main storyline (The Harborage quests) as soon as you can, great xp plus a skill point every reward. If the story bores you run around and loot while the main characters blather. The first two times through the story were neat, 3-6 I just wanted to get through it ASAP.
The early zones, Auridon, Stonefalls, and Glenumbra all have areas you can just circle and endlessly kill mobs. I leveled my Werewolf very quickly in North Auridon thanks to those tasty Covenant troops, plenty of quick respawning Dreugh(those spider thingeys) west of Ebonheart in Stonefalls i used when I switched from two hander to dual wield, I don't know Daggerfall as well off hand.....Heck, you can get to Cold harbour by your teens, Cold harbour has several areas thick with quick respawning Deadra and undead, which if you are Fighter's guild will help your standing with them.
Leveling doesn't mean anything without skill points and you have to quest to get good part of those. There are some fansites that have lists of quests that just give skill points if you find questing distasteful. I didn't care for the Daggerfall story, but I enjoyed the AD and EP storyline. Ebonheart pact had a lot of drama of an alliance doomed to fail (if you know the story...) and Altmeri Dominion had Razum'Dar, the best NPC in the game.
Delve grinding is okay, but you need mount or lots of stamina for runs. Not so good for exp, but its super easy plus achievements plus free skills leveling.
Quests are most relaxed way to level plus allows to level everything and try all weapons/armor/skills on easy npcs, plus achievements, plus all locations are different (less mind exhausing). Since level10 noob can goto Cyrodiil, if complaign under your alliance. Easy missions with good exp + purple set equipment in rewards.
Its not full dungeon run, only half of first floor. Entrance, first few rooms, cursed chest, disband (will teleport everyone out of dun + reset dun), repeat.
