Prophet calls me right after i leave harborage

So the prophet calls me to find him at the harborage. I go see him and walk with him through the visions. I complete the quest and leave.
Within 10 seconds he calls me back.
I go save the giant chick and it was hard as #### to kill the dragon creature to get her axe.
I struggled through at level 6 and feel like it should of been done at like lvl 8,9,or 10 and not 6.
Anyway...I complete it and hit level 7. Im thinking...good....probably wont have to do more of these quests for a while. But as soon as I walk out of the harborage he calls me back again.
Is this bugged?

i did this in lvl 10 ...yea, lol at lvl 10 its easy

yeah due to the one tamriel update you no longer get the quests at a certain level

You used to get those main story quests every 5 levels but now you can get every quest no matter what level you are.

You can continue to do the story or dlc quests when you feel like its not necessary you fly through them straight away up to you if you want to or not.
