Does it make sense to spend attribute points on both magicka and stamina?
I wonder....

will this make both types of abilities sucks or just "not best but still good enough?"

Depends on your character. If you mostly use magic then magicka is most important. If you use a bow or melee weapon then you need lots of stamina. Don't neglect health. You can make up deficiencies with a collection of enchanted gear that you can mix and match as the situation requires.

I suggest to focus in one of both attributes. Stamina = Weapon damage. Magicka = Spell and staff damage

I am an imperial vamp templar looking for an all rounder build (ideal is 1st set => DPS&Tank, 2nd set =>Healer&Tank)
Is it still possible to have such a build without suck at both roles anyway?

focusing on magic means kinda a waste of my racial ability
focusing on stam means my healing power won't be great
and like you said there is health X(

say if enchantment can cover one of these three stats, which one will you choose?
(And I wonder does attribute points effect my damage or just the max value of stats)

Hulking Draugr = all stamina, about 6k stamina, then change the enchantment to Max Magicka.

any dropped items can be upgraded - except jewelery, but you can change the top enchantments on jewelery, dropped weapons and armor.

is there any specific reason not to go full magicka and use equipment for stam?

Drop all Att's into Magicka, it's the safe way. Google: eso academy, drop set items for update 12............. you'll find tons of awesome gear there.

TL;DR's:

Stamina: More damage, can dodge attacks more often, but lacks ranged damage and they typically heal just themselves. Exception to ranged damage is in PvP, and only when out-ranging enemy players with the Snipe ability.

Magicka: Less damage, more utility and shielding. Has trouble dodging attacks and blocking them. Acceptable damage and support for being able to attack from a distance. Can heal and support others directly; a rare feat among Stamina classes.

-Stamina tends to have more raw damage output, especially around its abundance of executing attacks, damage-over-time attacks, and conditional damage bonuses. The drawback of Stamina is that melee is your only truly effective method of dealing damage - which means being up close and personal with the danger. There are also very few effective healing abilities available to Stamina-based characters.

-Magicka is more focused on utility and flexibility; all class skills, without being morphed, consume Magicka. Destruction staves can also inflict debuffs depending on the element dealt. Restoration staves grant healing and shielding to others. Their combined range and combat effectiveness gives them an edge compared to archers.

So can I go like this:
Imperial vamp Templar
4 magicka 1 health 1 stam for every 6 attribute points (Or 3-2-1)
(With 12% max health bonus and 10% stam bonus)
first set: sword and shield, go Tank and Healer
second set: destruction staff, go magic DPS and Healer

And wear heavy migic gear

Will this be a too weak build? I want to be an all rounder so not being excellent is accetable,
but I don't want to be sucks on any role

im going 2:0:1 magicka:health:stamina on my dunmer dk tank... still fairly low level but doing good so far (im struggling to justify investing into health as i dont have any % based heals, and the heals i do have tend to scale off of damage... so it only really helps prevent one shots; which blocking does better)

magicka to get more damage/healing and stamina to block more
