CP is champoin points, after level 50 you start earning earning them, I don't think there is a cap but you can spend up to 690 of them in the champoin point trees and gear scales to a max of 160 champoin level. So you will not need to keep renewing gear once your 160 cp.
But from what you are saying. The level 50 piece i got and is in my bank will increase in stats as i level since it tries to scale up to that level? Cause if it doesnt, its again about same stats as the level 8 and 14 gear i have allready.

Your not seeing it correctly if you think level 50 gear is the same stats as level 8.
Whatever level you are now check a piece of gear your level then look at a lower level piece, the stats will be way worse on the lower level. You always want gear to be your level or close.
And champoin points start being earned after you reach level 50. If your below 50 you won't be seeing champion point gear as your not a champoint point level. Just like as a level 30 you won't be seeing level 4 gear or something. Gear drops to the level of your character.
Oh I think I see your problem. The gear you got will have been from a chest someone else opened. The stats will be showing as high as your current gear because you aren't high enough to wear it, but if you was level 50 they would actually be much higher.
No, if you get to that level the stats will be higher.
I don't know the exact formula during leveling, but essentially as long as you're using an item "your level", you'll be getting the "maximum" damage or armor out of the item.
For arguments sake, let's say you equip a staff at level 10, req level 10 which has 1200 damage (NOTE: Random number, don't know how accurate it is). Anyway, once you hit level 15, that damage will have decreased to, oh, let's say 1100.
It will keep decreasing as your character get stronger as well. So preferably, during leveling, you will want to switch out weapons and armor pretty often to maintain gear that is the same as your characters level. Therefore it's rather pointless to upgrade any weapons or armor until you hit max (Level 50, Champion 160).
His toon will be way more powerful then your toon at any given level...its a perk of getting your first toon high CP levels.
ESO is odd because you get weaker as you level up (health, stamina and magicka go down). In order to keep up, you will need better gear.
Stats displayed on an item are not fixed numbers. They scale to your current situation.
They also don't depend on just your level. Race, class and skills also play a part.
You can't wear gear above your own level and if you wear gear far below your own level, you will get penalties.
At CP160 you reach the gear cap. Until then, you should always try and change into gear of your own level.
Unless the item you found is part of a much sought after set AND is blue or better AND has a good trait, sell it (or even better: scrap it, for a big inspiration boost).
No need to have the item clutter up your inventory, because once you reach CP160 yourself (and finally can wear the thing), EVERY item you'll find will be at CP160 level.
EDIT: The maximum level for a character is 50. After that, the base stats of a character don't change anymore. Champion Points are points you can put into nine extra perk sets. If you make a new character, the Chamion Points you have already earned carry over, but not the perks. You are free to spend them how you like on the new character.
