How do I get to the other regions of Tamriel? Do I need a DLC?
Like I am at The Rift currently and am trying to cross to the regions on the west and south of The Rift but there seems to be no way to get there. Do I need to buy a DLC to get there or something?

Some regions of the map are empty and not available.They will be in the future ^^

You can take boats and caravans to other regions that aren't directly bordering your zone, or ask someone in zone chat to give you a portal to a wayshrine in the zone you want to visit.

You need DLC to get into Imperial City in a middle of Cyrodiil (Imperial City DLC), Hew's Bane (Thieves Guild), Golden Coast (Dark Brotherhood), Wrothgar (Orsinium), Vvardenfell (Morrowind) and Clockwork City (Clockwork City). All other locations are in base game.

Its possible to travel between locations by using ships (or caravens, for Wrothgar and Craglorn), plus you can always teleport on guild members.

Base game includes:
- 3 main Factions lands are seaparated, 5 locations each:
Ebonheart Pact: Stonefalls -> Deshaan -> Shadowfen -> Eastmarch -> The Rift (plus Bleakrock Isle and Bal Foyen, which have separate maps, but are parts of Stonefalls)
Aldmeri Dominion: Khenarthi's Roost + Auridon (same with Stonefalls and Bleakrock) -> Grahtwood -> Greenshade -> Malabal Tor -> Reaper's March
Daggerfall Covenant: Glenumbra (plus Stros M'Kai and Betnikh) -> Stormhaven -> Rivenspire -> Alik'r Desert -> Bangkorai
- Coldharbor
- Cyrodiil (access via L -> Campaigns, but its not strictly PvP, there's Skyshards, dolmens, 5 quest hubs 10 daily quests each, and more of PvE)
- Craglorn

Those 4 zones are separated from each other, there's no gates or something. In ancient (pre-Tamriel Unlimited) times you should complete Main Quest to get access to 2nd alliance and complete this alliance's quest like through all 5 zones to get access to 3rd alliance, but no mare. Just teleport there.

P.S. Check wayshrines, i believe you should have access to 3 main starting areas by default. Just check your map for Auridon and Glenumbra, you pribably have unlocked 1 wayshrine in each.
