I FOUND A GOOD FIX ! if anybody still has this problem, if you go into common>Zenimax Online>Launcher>Program Data and that you delete applications.json , the launcher will redetect eso and let you play after patching . It worked for me and i hope it will for you !
For a lot of people, there is no "Launcher" folder. It has been deleted somehow and the launcher doesn't run. All they get is the "Launch Anywhere" utility running and trying to reinstall the whole game. Most of the time, people don't even have enough drive space let because, you know, ESO being 115 GB or more.

If this is your issue, try this:

Go to your account on ESO and "Download Client" button at the right. Run this and it will at first appear that the game is going to have to download again, but it won't. Many people are running into the error that they don't have enough hard drive space to reinstall. Of course not, ESO is taking up most of it.

When you have the launcher running, follow the install prompt until it shows the installation folder. It will probably be the default non-Steam path like:

C:\Program Files (x86)\Zenimax Online

Change the path to your Steam ESO previous installation:

C:\SteamLibrary\steamapps\common\Zenimax Online

... or whatever yours is.

Ignore the warning that you don't have enough hard drive space available and click "Install". The launcher should continue and begin updating. It took only a few seconds when I did it. This worked for me, I hope it helps someone else. After fixing it, I would recommend making a Zip archive of the "Launcher" folder in case this happens again.

Why there are no official instructions from Zenimax on this, I don't know. It seems to be a very common problem.
This thread was quite old before the recent post, so we're locking it to prevent confusion.
