Because game logic overrides real logic.
I own an Apt in Glenumbra, and an Apt in Alik'r, and this allows me to easily go to those cities for free.
It's also good for triggering guild trader purchases, once you zone into your house you will get your mail. Sometimes I fast travel to my apt just to trigger mail.
The apartment in Glenumbra is free.
"Purchase" the quest starter for the apt in the crown store. It's a free puchase.
Once you complete the quest you will have your own apt in Glenumbra.
You can always upgrade your bank slots, and buy a house to upgrade and get more inventory space.
