How do I rearrange addons on the ESO hud?

there is no arranging add-ons in ESO, this ain't Skyrim or NMM. just add your add-ons to ESO live file=no order required.

in game, go into cursor mode (like when you activate chat) and then drag the addon elements on the screen to positions of your choosing (some addons require that you first unlock their position in their respective settings in order to be able to move them).

There is also an addon that can help with moving ui elements around, its called Azurah - Interface Enhanced.

i see what OP is talking about now, as i too have and use Azurah. I thought OP was talking about LOAD-ORDER of add-ons.

Most UI addons allow you to move them around, you usually have to "unlock" them in their settings, and then free your mouse(default is .) to move them to where you like.
