That's a very common issue.
As for 'make a temp folder on another drive', it's been a while since I had to tinker with such things, but I do believe most OS's allow this.
But that requires you, the user, telling your OS to do so, that's not on the game.
I like ESO but when the game breaks itself it's such a pain in the a**.
I'm not deleting tons of other games to free up another 100 gigs which I expect is what I'll have to free up to repair the game, and it's not the first time this has happened because of a botched update either.
Fix your launcher Zenimax.
