The best is 2 full set of 5 piece and one of 2 piece or no ?
* Night Mother's Gaze (Crafted)
* Hunding's Rage (Crafted; a bit less effective than NMG due to no penetration debuff)
* Twice Born Star (Crafted; only really BiS for Trials, where Warhorn is used rotationally)
The difference you'll see between, say, the NMG set and TBS in Veteran Dungeons is very, very small. In fact, in a lot of cases, NMG probably pulls ahead. This is why you want multiple sets ready to use. That way, if you join a randon Veteran and someone else is already running NMG, you can pop your Hunding's Rage set on, or TBS if the group feels like waiting on you to go pick up your second Mundus Stone again.
Now, for that dungeon set I mentioned earlier, it drops in Crypt of Hearts; the Leviathan set.
I suggest this set only for those who are really good at managing their resources, because it offers you no Stamina; it is a purely critical-boosting set. All the set bonuses are critical rating. I'd say that set alone is worth probably close to, maybe above?, 20% critical.
A Khajiit wearing that set, with the obligatory 30 points in The Ritual (flat 12% critical boost), is probably pushing 80% critical or more. Toss in a 3-piece Vicious Ophidian Jewelry set (I believe that's the one with Critical and not Weapon Damage or Stamina), and probably closer to 85%... even more than that in combat with buffs.
Aside from those sets, however, you have your Monster set, which is just Head & Shoulder slots. While farming the helm you want is fairly easy now that you can trade dungeon drops among your group mates, it's the shoulder slot that is incredibly painful to get the right armor type and trait on, due to how many items come from the Undaunted Daily chests.
That being said, for Stamina, you want the Kra'gh set. The helmet drops from Fungal Grotto 1; a super-easy-to-farm dungeon to begin with, with a skippable third boss, no less.
The 1p bonus from Kra'gh offers you a substantial amount of physical penetration; the 2p bonus tosses in a decent damage proc also.
For Jewelry, you want what I mentioned above: Vicious Ophidian (or one of the other Trial sets, depending on how you're gearing)
The 3-piece from that set offers a flat 5% damage increase on anything inside a dungeon or trial; that's 5% to ALL of your abilities, not just weapon swings. However, to get epic versions of that requires you run Veteran versions of the corresponding Trials. I'm unsure if Legendary versions of it even drop, or where they come from. Maybe veryvery rare drops from the last bosses of them; no idea.
Until you can get those, though, a Robust Agility set is good for Stamina users.
For weapons, you will ultimately want Veteran Maelstrom Arena weapons. However, vMA is incredibly hard for certain classes, while not so much for others with lots of utility available to them; notably, damage shields and decent healing.
Getting the right vMA weapon with the right trait is another massive RNG ♥♥♥♥♥♥♥♥ that can take you months to ahieve. One of the many problems with that system (and the trait system in partiular, currently), although I doubt they'll ever change it.
Until vMA weapons, though, you should use a 2/5 set bonus that offers you the stats you want, be it Stamina, Critical, Weapon Damage, etc. You'll want to upgrade your weapons to Legendary FIRST. (At least the mainhand weapon, anyway. Offhand offers very, very small amounts of WD due to having the offhand penalty. Despite the damage on the weapon going up around 230 from Epic to Legendary, you only see around 50 extra weapon damage in total, compared to the massive amount you gain from the mainhand.)
Armor you'll want Legendary also, eventually, but weapons come first. If you manage to get lucky and get your Monster set in the armor type with the traits you want, upgrade those to Legendary first; at least that's what I did.
But anyway.

for DD i suggest viper's sting, poison damage doesn't even need penetration, and the second set is depending on the class / build you play
Overland sets [dropped from world bosses, delve bosses, and dolmens in a certain zone] give the most powerful bonuses to health, or damage, etc. that may be based on very broad, easy to use triggers (have food buff active, on light and heavy attacks, etc.) or may be constant. You see a lot of these, because they are hard to get but still tradeable
Dungeon sets [dropped from dungeon bosses etc.] give 'proc' abilities that are tricky to use but can be very powerful if your build triggers them a lot. These are very situational, but most importantly you can't trade them so you don't see them alot (hardcore pvpers don't always love pve, and they often set trends)
Crafted sets [...crafted] give static bonuses to specific stats that are sometimes hard to modify otherwise. They are boring, but sometimes can give the best dps on paper. However, you can't have jewelry with them, which limits their use.
Monster sets [dropped by the final boss of vet dungeons and unduanted chests] are incredibly powerful proc sets which trigger less easily and frequently than overland sets but more than dungeon sets. They are two piece sets taking up the head and shoulders slot, and are more or less required for any sort of end game content. They are also really, really ugly.
Imperial City sets are 3 piece sets (weapon and jewelry) that you get from chest in the imperial city. I'm not sure how good they are, you don't see them too often.
Of course, there are exceptions, and you can always find a dungeon set that behaves more like an overland set, or an overland set that behaves more like a crafted sets, etc. There is no 'best' set, but there are plenty of bad sets that are more or less direct downgrades from other sets (but also much, much cheaper. Example- green pact instead of plague doctor). Generally you want the sets that work best with your skills, your passives, and eachother. Usually this means 2 five piece sets and a monster set, of which you might lose the 5 piece bonus of one of them some or all of the time depending on which weapons you use. You can either figure this out for yourself, tweaking your build as you see more sets that might fit better or worse (more rewarding and cheaper, but will not be minmaxxed), or you can look up builds for your class online (need to make sure the build is from the current update, and usually sets used in popular (good) builds are very, very pricy).
That said, unless you plan on doing trials or battlegrounds most of the time, there's no reason to worry about having the very 'best' set. This game is very forgiving for most quests, requiring not the 'best' gear but simply gear that works ok. If you do want to get the very best gear, know that this game becomes much, much, much more complicated, and please don't make my mistake and try and do it before CP 160.
Beware that there is a big update coming in August with big changes affecting armor and weapon traits and certain dropped sets.
Crafted sets may be your best bet until the changes roll out and everyone understands how they impact things.
There are still high level players who only use crafted--it's a tried-and-true, no-fuss approach to getting good gear that keeps your build viable for pretty much any content. Outside of ideal gear for the most difficult content like vet trials and vet DLC dungeons, there is no "essential" dropped gear in the game (barring jewelry, as there's not craftable yet), only dropped sets that let you more exactly customize your build. It's nice, but you don't have to go that route if you don't want to or can't invest the time/gold in acquiring those sets. I mean, my healer has 5 pieces of Sanctuary, 5 pieces of Healer and the Troll King helm, and that's a super healing gear set, but it's overkill for the majority of PVE content, so most of the time I just use a crafted set (Julianos) plus some Healers and Willpower pieces to complete his gear.
