Hakeijo. You get it from imperial city sewers with tel var stones. Or search guild stores. If one hast surely others do have.

you can buy them from a merchant down in the imperial city sewers of your home base, i bought 5 of them some time ago.

they are called: Hakeijo and can be only found in Imperial City.

But use repora+ hakeijo+ kuta gylph only. They are far more valuable to use on lesser items :)
